Starting from scratch vs. replacing what exists

If you are building a house in the Austin area right now, the roof is one of those things you only get to design once. On a replacement job, you work within the existing structure and usually the same pitch. With new construction roofing, you have a blank deck and a lot more freedom. But that freedom comes with a set of decisions that most homeowners do not realize exist until the framing is already up.

I have worked on both sides of this for the better part of a decade. New construction roofing in Austin is fundamentally different from a tear-off and re-roof. The timeline, the permitting path, the way the roof deck gets prepped, even the warranty language changes. And the city of Austin has its own rules that do not apply in the suburbs or in rural Travis County.

Who sets the rules for a new roof in Austin

Before any shingle or membrane goes down, the building codes and local ordinances dictate what you can and cannot do. The city of Austin enforces the International Residential Code with amendments. That affects everything from the slope of the roof deck to how far the overhang can project over a property line. If your lot sits anywhere near a floodplain, floodplain regulations will also kick in and can dictate the minimum elevation of the roof structure. I have seen plans get held up for months because the architect did not check the floodplain map before finalizing the ridge height.

Austin Energy also plays a role. They require a certain level of attic insulation and they have rebate programs for cool roof coating and reflective membranes. If you are using TPO or a light-colored metal roof, you can often get a credit. But you have to submit the paperwork before the dry-in, not after. That catches a lot of builders off guard.

How the timeline differs from a re-roof

A roof replacement can often be done in two or three days if the weather holds and the crew is experienced. New construction roofing takes longer because the substrate is raw. The roof deck has to be dried in properly before anything else happens. That means ice and water shield goes down over the sheathing, then the underlayment, then the field of the roof. On a standing seam metal roof, you also have to account for the clips and the thermal movement. That adds days, not hours.

I have seen framing crews rush the roof deck and leave gaps that the roofing crew has to fix later. Good builders let the roof deck sit for a day after sheathing so the moisture from the lumber can equalize. If you put down asphalt shingles on a damp deck, you get bubbles and curling within a year. That is the kind of call-back that costs real money.

Design options you only get once

With new construction roofing, you choose the profile of the roof itself. That shapes everything underneath. If you want a standing seam metal roof, the pitch has to be steep enough to shed water fast, and the substructure needs to handle the point loads of the clips. If you want a flat or low-slope TPO roof, you need tapered insulation to create drainage. That is not something you can add later without stripping the whole assembly.

Duro-Last and Firestone both make excellent TPO membranes, but they install differently. Duro-Last uses a factory-fabricated system that reduces field seams. Firestone has a wider range of thicknesses. The choice depends on whether you want faster installation or a heavier membrane. GAF and Owens Corning dominate the asphalt shingle market in central Texas, but they are not interchangeable. GAF Timberline shingles handle the heat better than some of the Owens Corning lines, but Owens Corning has a better warranty on the DuraRidge hip-and-ridge caps. Those details matter when you are signing off on a final product that will sit on your house for thirty years.

Where most people get tripped up on a new roof

The most common mistake I see on new construction roofing is neglecting the flashings. Kick-out flashing at the bottom of a sloped roof where it meets a wall is code in the city of Austin, but I still see plans that omit it. Without kick-out flashing, water runs down the roof and gets directed behind the siding. That causes rot and mold. It is a cheap fix during construction and an expensive one after the siding is on.

Another issue is HVAC supports. On a flat roof, the HVAC units sit on curbs or stands that have to be flashed into the membrane. If the roofer does not coordinate with the mechanical contractor, the curb gets set after the roof is finished, which means cutting the membrane and patching it. That patch is always the first place a TPO roof leaks. The smart play is to have the roofer set all the curbs and sleeves before the membrane goes down, even if the HVAC equipment arrives later.

Sky lights are another source of grief. On a new build, you can frame the sky light opening exactly where it needs to go and integrate the flashing into the field of the roof. On a replacement, you are often working around an existing hole. That is one reason new construction roofing can actually be less risky than a re-roof, even though the timeline is longer.

Permits and inspections in the city of Austin

The city of Austin requires a permit for any new roof construction. The permit process includes a structural review of the trusses or rafters, a wind-load calculation, and an energy code compliance check. The inspection schedule is usually three visits: one for the roof deck and underlayment before the finished material goes on, one for the underlayment and flashings, and a final inspection after the roof is complete. The city also requires a separate inspection for the ice and water shield if you are using it. That is not universal across Texas, but it is standard in Austin.

I have seen projects get flagged because the roof deck was not clean before the underlayment went down. A few nails sticking up, a little sawdust, and the inspector will make you pull the felt and start over. That costs a day and a half of labor.

Warranties on a new roof vs. a re-roof

Most manufacturers offer a longer warranty on new construction roofing than on a re-roof because the substrate is fresh and the installation conditions are cleaner. Duro-Last gives a twenty-year warranty on new installations with a ten-year non-prorated period. Firestone and GAF have similar terms. But the warranty is only as good as the installer. If the crew does not register the warranty with the manufacturer within thirty days of completion, you lose the coverage. I always tell homeowners to ask for the warranty registration certificate before making the final payment.

EPDM roofs are rare on new residential construction in Austin, but they still show up on some custom homes and accessory dwelling units. EPDM is heavier to install than TPO, but it handles ponding water better. If your design has a low-slope roof with a lot of drains, EPDM might make more sense. But the seams have to be spliced with primer and tape, which is more labor-intensive than heat-welding TPO.

What the Gulf Coast does differently

Builders from the Gulf Coast sometimes bring different habits to Austin. Down there, they use more metal roof and they are comfortable with high-pitch standing seam because of hurricane wind zones. In Austin, we see more asphalt shingles and TPO because the wind loads are lower but the solar gain is higher. The cool roof coating that works on the Gulf Coast can be overkill here, but it still helps with attic temperatures. I have seen houses with a cool roof coating on a metal roof that stay ten degrees cooler in the attic than a comparable house with dark shingles. That matters when the AC runs eight months a year.

Final thoughts on getting it right the first time

New construction roofing gives you one clean shot at the roof assembly. You can choose the underlayment, the ice and water shield, the flashing details, and the finished material. You can coordinate the HVAC supports and the sky lights before the membrane goes down. You can register the warranty and pass every inspection. But none of that happens by accident. It takes a roofer who understands the city of Austin requirements and a builder who lets the roofers do their job before the mechanical trades get in the way.

If you are building right now, talk to your roofer before the framing is complete. Walk the roof deck with them. Ask about the ice and water shield, the kick-out flashing, and the exact product line you are getting. That is the moment where new construction roofing pays off. After the drywall goes up, it is too late to change anything.
