View source for A Practical Look at Tenement Rewiring Costs for Glasgow Homeowners

If you own or manage a flat in a Glasgow tenement, you have likely wondered about the true cost of rewiring. Victorian tenement buildings were never designed for modern electrical loads. They rely on aged wiring, often with rubber insulation that has perished, and fuse boxes that cannot handle a contemporary kitchen. I have seen too many homeowners start a simple lighting upgrade and discover they need a full rewire. Understanding tenement rewiring costs before you begin prevents nasty surprises and helps you budget properly.

Why Rewiring a Tenement Costs What It Does

Rewiring a tenement flat is not like rewiring a new-build house. The walls are solid sandstone or brick, usually with lath and plaster. Chasing out routes for new cables takes time and skill. You cannot simply run a cable through a cavity; you often need a trunking installation in common areas or along skirting boards. Trunking keeps cables protected and looks tidy, but it adds labour and materials. I have worked on flats where the only way to get a new feed to the top floor was to coordinate with neighbours for access. That coordination costs time and money.

The core of tenement rewiring costs lies in the complexity of the existing infrastructure. Many tenements still have old consumer units with rewirable fuses. Bringing them up to modern standards means a consumer unit upgrade, usually to a metal-enclosed unit with circuit breakers and a Type A residual current device (RCD). The RCD is essential for protecting people from electric shock, especially in older properties where earth paths can be unpredictable. Scottish Building Standards now require these upgrades, and Glasgow City Council building warrants often stipulate them if you are doing any significant electrical work.

Another factor is the wiring method. In a tenement, electricians often use flexible wiring (twin and earth) but must run it in steel conduit or trunking through communal areas for fire safety. Fireproofing using intumescent materials around penetrations is a legal requirement. If you run a new cable through a floor or wall, you must seal it to maintain the fire compartmentation that tenements rely on. That adds to the bill but is non-negotiable.

Licensing and Legal Requirements

If you are a landlord in Glasgow, Selective Licensing Scotland applies to many tenement flats. Under that scheme, you must have a valid landlord electrical safety certificate. That certificate comes from an EICR report (Electrical Installation Condition Report). An EICR inspects the condition of the wiring, the consumer unit, and all circuits. If the report flags issues, you have a limited time to fix them. A full rewire is often the only way to pass an EICR on a very old installation. I have seen landlords try to patch up faults, but the cost of multiple callouts and remedial work can exceed the cost of a rewire.

If your tenement has gas appliances, you need a Gas Safe Register engineer to service them annually. The Gas Safe Register is the official gas registration body for the UK. In Scotland, SGN (Scotland Gas Networks) manages the gas distribution pipes that feed the building. If you are renovating a kitchen, you may need SGN to isolate the supply temporarily. That is a separate cost from the rewire. Always factor it in.

Hidden Costs and Surprises

One hidden cost is the need for a building warrant. Glasgow City Council building warrants are required for any material alteration to the electrical installation. The warrant application fee is modest, but you may need an architect or engineer to prepare drawings. The council will inspect the work, and that inspection fee is additional. I have seen tenants upset that their landlord did not get a warrant and later could not sell the property because the work was unapproved.

Another surprise is the state of the incoming supply. Many tenements have old lead or steel service cables. If your new consumer unit draws more power, the Distribution Network Operator (DNO) - SPEN (Scottish Power Energy Networks) in the Glasgow area - may need to upgrade the service head. SPEN does this free of charge in most cases, but you must apply and wait. The waiting can delay your project by weeks. Plan for it.

If you are adding new circuits for electric showers or underfloor heating, the load may exceed the existing fuse rating. SPEN may require a load check and possibly a new fuse. That is a free service but again, it takes time.

Then there is PAT testing. If you are a landlord providing appliances like a cooker or washing machine, you need PAT testing to prove they are safe. PAT testing is a separate cost but often bundled with the rewire quote. Ask your electrician if they include it. Some do, some charge extra.

Choosing a Qualified Electrician

Not every electrician understands tenements. You want someone with NICEIC registration or equivalent. NICEIC registration means the electrician is assessed regularly and can self-certify their work. That saves you the cost of a separate building warrant inspection for the electrical part. The electrician provides a certificate of compliance that Glasgow City Council accepts. Without NICEIC registration or membership of another competent persons scheme, you must pay the council for a building warrant inspection.

Look for experience with Victorian tenement properties. Ask if they have done trunking installation in common closes. Ask if they understand fireproofing requirements. A good electrician will quote for the full job, including making good any chasing in walls. Plastering costs are often forgotten. I have seen quotes that exclude making good, leaving the homeowner with a mess. Get everything in writing.

The IET (Institution of Engineering and Technology) publishes the wiring regulations (BS 7671) that all electricians follow. A competent electrician will be up to date with the 18th Edition and the latest amendments. They will know about Type A residual current device (RCD) requirements and the need for surge protection in some cases. Ask them about their training. It is a fair question.

Green Energy and Future-Proofing

If you are rewiring, consider future energy needs. Electric vehicles, heat pumps, and solar panels all require dedicated circuits and higher capacity. A consumer unit upgrade now can save money later. You might also think about the source of your electricity. If you choose a green tariff, you can look for the REGO (Renewable Energy Guarantee of Origin) label on your supply. REGO certificates confirm that a portion of your electricity comes from renewable sources. It does not change the wiring cost, but it is a nice addition when marketing a flat to eco-conscious tenants.

For landlords, PPM (Planned Preventative Maintenance) is a smarter approach than reactive repairs. Schedule a periodic inspection every five years. That inspection will flag issues early. An EICR report every five years is a legal requirement for landlords anyway. Combining it with a rolling programme of upgrades keeps your property safe and avoids the shock of a full rewire all at once.

Understanding the Numbers

Tenement rewiring costs vary widely. A typical one-bedroom flat in Glasgow might cost between two and three thousand pounds for a full rewire including consumer unit upgrade, trunking, and making good. A three-bedroom flat with a separate kitchen can be double that. The quote depends on access, the number of circuits, and whether you need SPEN involvement. Always get three quotes from NICEIC-registered electricians. Do not go for the cheapest without checking their references. I have seen cheap rewires done without fireproofing, and the building later failed a fire risk assessment.

If you are a landlord, the cost is tax-deductible as a repair expense. Keep all receipts. You will need them for your tax return and for any future EICR report. The report itself is a few hundred pounds but is a mandatory cost. Do not skip it.

Old wiring contains copper and PVC, both recyclable. Your electrician should dispose of it properly. Ask them about their waste carrier licence. It is a small detail but shows professionalism.

Rewiring a tenement is a significant investment, but it adds value and safety. Understanding tenement rewiring costs before you start means you can negotiate wisely and avoid delays. Treat it as a long-term improvement to your property, not just an expense. With the right electrician and a clear plan, your Victorian tenement will serve you safely for decades to come.
